I need advice about dressmaking <3

I am seriously thinking about getting a dress custom made for an event.
How much would it cost me approximately? And would I go to a tailor or are there any really good sites which offer this service? Or even sellers on a site such as etsy?
Also, would I need to buy the fabric? If so, how much of it?

I'm undecided on whether to actually raise the hemline 2 or 3 inches above the knee. Either way, I am 5ft 3.5in. It is completely backless from the band around the waist to the neck (it's a halter neck).

I'll probably use a petticoat or underskirt to get the full skirt effect though I'm not sure how that will work with this pleated design.

Also, any recommendations for the type of fabric would be welcome, as would recommendations on which fabrics not to use. I haven't decided on a colour.

This is going to be my prom dress.

the cost of tailoring varies, depending on the complexity of the design, the expertise of the dressmaker, materials, the area where you live, etc. usually, it is the dressmaker who provides the materials based on what you want, but you can also buy the fabric yourself but ask your dressmaker how much material is needed so you dont buy too little or too much. i would advise against looking for an online tailoring service (does such a thing exist? i find the idea absurd) because if you want a dress to fit perfectly, a dressmaker has to take your measurements and it has to be accurate.

i'm thinking your dress closely resembles that famous white halter dress marilyn monroe wore, the one where she was standing over a subway vent. personally, i dont think a pleated skirt looks well with a petticoat. if you want a full poofy skirt, a circle skirt might be a better option like in this dress and you can wear a petticoat to fill it out.

for fabric, it depends on what you want. do you want something flowy or something with more structure? if you want flowy, try chiffon; for structure, maybe taffeta? since you haven't posted any look i can only judge from your profile photo so based on that i think colors on the cool side would suit you like black, plum, burgundy and if you want a lighter color, seafoam green.
