Don't go to the Lower West Side, go to Brooklyn! :) Definitely check out Buffalo Exchange in Williamsburg, as well as Beacon's Closet (everyone in NY swears by its vintage selection). There are other Buffalo Exchange stores around the country but Brooklyn's is the absolute best, bar none. Good luck! Shopping in New York is the absolute best.
For non-vintage/thrift shopping that's remarkably cheap and really interesting, check out Joe Fresh (3 locations in NYC... it's a Canadian brand but so far only has US stores in NY) and Uniqlo, a cheap Japanese brand with new locations in Manhattan. I'll let you know if I think of anything else... I lived in NY for four years so I'm bound to remember other things eventually. :)

if you are looking for unique things you can't find anywhere else, buffalo exchange and beacon's closet suck in my opinion... there are a few special pieces every now and then but it's mostly all stuff from h&m and urban outfitters last year.
check out cheap jacks. it's not cheap but they have legit vintage clothing organized by era.. 70's, 60's, 80's, etc. it's so good but kinda expensive :/ cheapjacks.com/
i also second going to st. marks. they have some thrift shops on that street that are really great

Yeah, I generally agree with you about Buffalo Exchange, esp in other cities and the LES one... it's almost always crammed with H&M reject clothing. But the last few times I've been (which hasn't been in the last year or two, unfortunately) I've found a few great vintage pieces, or local designers that send their stuff there also sometimes have great things for sale. Shopping at the Brooklyn Buffalo Exchange is kind of akin to shopping at Goodwill in terms of looking for hidden finds. But isn't that the fun of it? And I've been to that store you mention in Manhattan... SO expensive!! the prices just depressed me, so I left. But I'm probably the cheapest person alive, so...

Go to my hood girl. You'll find the best treasures in Brooklyn
Beacons Closet and Buffalo Exchange can do the trick SOMETIMES if you really look, but those are probably just the most well known thrift stores in NYC.
Try going to:
Vise Versa
Atlantis Attic
Urban Jungle (you can spend half your life time in this store)
&& around those stores are a few other smaller thrifts you can find CHEAP gems.
You can also try in the LES:
Village Style
No Relation (great place for boots)
Hope that helps love!

beacon's closet! i got this really cool vintage cheerleader sweater there (pictured below). For new clothes, DEFINITELY Century 21. When they've got their super sale going on, you can get McQueen and Galliano for like 40 bucks.
