I have a Canon 350D and would like to know what the best settings are for outfit photos, i would love to know how to take an outfit photo with the background blurred.

Get a 1.8 50mm lens, they are fairly cheap
Start pushing yourself to shoot manual. Learning the exposure triangle will give you outstanding shots as a oppose to shooting on automatic which is kind of lame since you do you have a dslr.
The 3 things you need to know is iso, aperture, and shutter speed
If your shutter speed is below 1/50 you would need a tripod
A blurry background is called depth of field. The lower your f.stop is the more depth of field you would get. With a 18-5mm lens the lowest f stop you could get is 3.5 which is alright. But if you had a 1.8 or even 1.4 you will manage to get bokeh (circle of confusions) and a great depth of field when you bring the f stop down.
When changing your aperture/fstop and iso there should be an overexposure meter in your view finder and from there just match the arrow you are moving to align in the center and then you would have the ideal shutter speed for the shot.
